Can the censoring be undone by someone else?

A

Blur, pixelate, and mosaic obscure content but are forms of obfuscation that can, in theory, be partially recovered. For information you must hide permanently — ID numbers, faces, license plates — use the Black Bar tool, which paints a fully opaque block that removes the underlying pixels from the exported image.
